Well, in a way I can see his point.
1. If I'm a PC only gamer and games now cost $10 more then I can understand his frustration.
2. With the Xoon app you really don't need multiple copies of a game in order to "Play Anywhere"
But then again, it's not like anyone didn't know this was coming or that MS hid anything. They've been rather upfront about the whole thing from the beginning.

IMO, it was a great game. One of the few on my X1 that I played like crazy. Wouldn't have any problem paying full price for it on my PS4

Yeah, I agree. If I didn't already own an X1 I don't think that this E3 would have convinced me to buy one. But again, I don't exactly know what Microsoft was trying to convey.
