I agree with Rockstar. The best game I have ever played is GTA IV, with San Andreas and RDR somewhere in the Top 5.
But aside from Halo 3's record breaking sales, it also has a 94 average on Metacritic. For the most part, sales do equal quality. The causal Wii market is different though, and cannot be compared to the hardcore market of the 360 and PS3. Almost all of the top selling games are very high rated, with the exception of Wii titles.
The PS3 is much closer to the 360 in monthly sales figures than it was just a few months ago. It's not outselling it by much anymore, and the overall sales gap is still huge due to the 360's one year lead. What makes you think that the 360 won't soon get a huge price cut of its own and possibly a remodeling like the Slim? There have been plenty of rumors.

All of the official gameplay series videos that Rockstar released were from the 360 version. They certainly wouldn't show off the worse version of the game, so either the 360 version is equal or superior to the PS3 version.

Mass Effect 2 has a 96 on MetaCritic. The only game coming out this year that has a chance of topping that is RDR. so either ME2 or RDR will be GOTY.

The DLC Microsoft got for GTA IV was practically two full games, so of course you paid for it. This is an exclusive outfit and hideout? LOL, of course it's free. It wouldn't be worth a penny. The game has so much content already, what is one extra outfit? And the PS3 version is probably getting this exclusive content because it has been reported that it is "significantly inferior" to the 360 version by cheapassgamer.
The PS3 has seen 9 consecutive months of growth in the NPD, but it's still been outsold by the 360 for 6 of those 9 months (Aug, Nov, Jan, Feb, Mar, Apr). That's pretty pathetic.
GTA IV is a work of art and fully deserves its place as the second highest rated game of all-time, with a 98 on Metacritic. Casual gamers cannot appreciate the immense technical achievement IV was. Liberty City was far and away the most realistic, immersive, and detailed game environment ever.

In other news, PS3 shortages are expected to continue until the PS3 outsells the 360.
Both Gears 1 and 2 are higher rated and better selling than Killzone 2.
