You do not have to power it on first. You can remotely power on your PS4, even over the Internet, as long as you have a fast connection.
Yes you can access all your digital games. When you remote play, you are essentially connecting to the dashboard of the ps3/ps4. From there you can select any game you want.

For everyone who wants a kinect-less xbox one, what's stopping you from buying the PS4? I'm not trolling, I really am interested in peoples reasons on this. After all, a kinectless cheaper sku will result in a slightly less powerful console about the same price as a PS4. Yes of course it is all about money, because it is a business, but there is a way to make money while providing a great service to their fans and then there is a way to make money by taking advantage of your consumers. I shouldn't have to point out that one leads to longevity of the business and one that leads to a quick loss of market share. As a business owner you should know and acknowledge this.

True, but you didn't mention that with the better RAM, the PS4 also has a better GPU capable of 1152 shaders and 1.8 teraflops compared to xboxones 768 shaders and 1.23 teraflops. In theory, this should result in a noticeable difference between the two. With that said, however, if the devs state that they're similar enough I'm inclined to believe them, at least until we get to see it ourselves.
