I would think it would have worked the other way around. The worse a game sells, the more $$$ they'd want to make off of the DCL. Look at Witcher 3. That sold gangbusters and had 19 free DLC packs.
Its got around 1 million sustained users per month according to their most recent blog post. I'm on Xbox and have never had a tough time finding a match. Its usually extremely quick.

These comments basically assured a decision I've been struggling with for a while now, that is, to switch platforms moving forward. Now that PS4s are selling for $250, I think its time to make the jump after some 10 years with the Xbox.
I feel like judging something compared to other examples of the same thing and determining whether it is worth the money being charged for it can be a very objective thing.
Used to have to do similar things when I worked in a few of the big-box book stores back in the day. Certain items were "key" and needed to have certain amounts of them sold, even though they were books no one wanted. That, and publicly displayed records of how many rewards cards each person had signed someone up for in a given month, and threats if #s didn't improve.
