Sony are losing money, billions, so can't afford to redesign a machine that they are only just starting to make a profit on. They have no need to re-launch a machine that is actually starting to make headway on the Wii & 360.

GTA IV didn't have content ripped out.
It is a completely new build, new game engine, RAGE, new physics engine, emotion.
You need to think of GTA IV as you would GTA III, the basics are perfected. If they follow their previous pattern they will add bells and whistles to the next couple of versions of the game and then they'll work on a new game engine, possibly to coincide with the future gen consoles.
