Makes a whole lot of sense really.
Reviewers got their debug copies of FFXIII a good several weeks before the retail copy was distributed to the press (which was only a few days before launch). As a result, it's not unreasonable at all to assume that the review was based on the debug copy and then the retail copy was played for a few hours to verify that nothing had changed between the debug copy they reviewed and the actual product sold to the consumer.
I disagree with the review, sure, but this explanation makes...

I never really understood why this dude loves Xbox so much, especially when Team Ninja used to develop for PlayStation. Was that the reason why they split? Maybe he thinks it's the next Dreamcast (only less, you know, dead)
EVERY Battlefield game has trouble at launch. Seriously. 1943 didn't work for a few days, the first Bad Company was broken for several weeks, etc.
