There's a theory that Sheva was added so late in development that Capcom didn't have time to record dialogue for the last few areas of the game, so they just trimmed around her being there. It's really jarring once you realize it.

It's...complicated. TL;DR Remedy wanted to bring over a handful of characters from Quantum Break, but Microsoft owns the IP, and *technically* all characters as depicted in the game originally.

Rockstar is weirdly fixated on hard-scripted mission progression and realism in how their character models move and interact, and it muffles the FUN aspect of the gameplay.
