The game isn't published by Sony. It never was planned to be. When Adam Boyes introduced the game at E3 he specifically said that it was very much their project but they wanted to celebrate it on their stage.
Developed by Ys Net, Published by Shibuya Productions and distributed by Sony on the PS4.
ODST wasn't a full price release so I don't think it would be fair to compare. I think ODST launched at $50.
