I think we can all agree that there is at the very least, a set of basic standards that we can all agree on when it comes to what is at least a playable game.
However, the very concept of a "bad game" is absolutely suggestive, once the criteria for said basics has been filled. Again, those basics can be debated but the rest is up to each gamer.
