I think a lot of the people are just looking for clipping and sloppy textures or jagged edges here and there and not looking at the actual level/character/weapon design. The art part seems to be losing its grasp, which is unfortunate.
If things go the way of the fanboy, everything will be perfectly smooth on the edges... but so severely paralyzingly bland that we become extremely jaded and emotionless.
They include visual design in their graphics score, which is perfectly reasonable.
Visual Design should be included in graphics, because even if you're looking at the most high-res texture, multiple anti-aliased and filtered high-definition particle effects you've ever seen, it's not so impressive if it doesn't have any interesting design involved.

It's unfortunate that this trend seems to be making its way into console titles, also.
But I think console game reviewers tend to factor large noticeable bugs to review scores.
I think you meant, "b) The typical Wii user doesn't care" or is just too new to video games to realize that bugs can be tested and avoided.
Because it hasn't sold well in years.
But I pretty much assumed this would be rushed rubbish as soon as it was announced for Wii.
No surprises here really, except from the people who expected it to be a good game based no trailers and previous releases and who are desperately seeking reasons to hold on to their Wii's until next year.
Because no one else wanted it.
Hopefully the other more promising titles (basically the top 10 of this list) will show more promise and make themselves worth buying.
Until then, it's just a bunch of ports and knock-offs. And cheap versions of games that are better on ps3/360.
Unfortunately, they included Wii Music. I guarantee it's not worth a purchase to anyone who's played a video game in the last 5 years. Especially if it was a rhythm game.

I think this list is very sad as the current state of the best the PS3 has to offer, what with all the titles that are on 360 also and the large amount of not-so-amazing PSN titles.
