Maybe not billions but I bet they are more on PC than any one console.
Same as me, sucks for those that do get it though. I used to get drift on older console controllers but through both 360/PS3 and PS4/One life cycles I have not had any drift. Not had drift with Wii-U/Switch controllers either.

No, they use their own signal for PC/console and BT for the phone, lots of wireless headsets can do this.
They are you can use BT 4.2, Msoft dongle or USB on PC.
