Thats what positioning means. Xbox has essentially given up on this gen, but are trying to not make the same mistakes next gen as this gen. This gen is over in two years, xbox sees no point in trying to pick xbox one out of the gutter.
Xbox won't get the jump on sony, no way in hell, but it does seem they are starting to work on improving. Nintendo went from the laughing stock of gaming to pretty respected in the span of like a couple months, xbox has the ability to do that as well.
Or just port gamecube games for the new virtual console online thing so we don't have to pay 60$ for them.

2020 will be 3 years after the one x, which is fine. If people on here were fine with ps5 in 2019, then 2020 is fine for xbox scarlett.
