No, if they were to focus on portable gaming, it'd rather they put more effort into PC gaming on their Surface devices. Maybe make a more gaming oriented Surface PC tablet.
Unless these systems are portable, there is no reason at all to be using cartridges as they cost more to produce. 100GB BluRays should be fine.

I still believe they won't hit their mark, only very close like 15 - 19 million, regardless that would still be impressive since it could match or surpass the previous year's mark.

This was one of the very first games announced for the then titled NX back in 2016, I'm amazed that it took this long just to see even some in game footage from it, but I guess that's to be expected from a big budget Square Enix game.
