Most of the reasons why any of this would be occurring fall upon the shoulders of the end user. Sorry to say it, but it's true.
Not that every single person will be intelligent enough to take the right precautions to avoid ever needing to change anything on their account...but some sort of understanding is expected...you cannot expect a business or a company or whoever it is to cover for every single solitary exception to the damned rules here, people! Why would you need to change your email on your PSN account? Why mess with it?
PSN downloads are tied to the PSN ID and hence the email that it was started with.
If you were a prudent and smart individual you would have read and realized this, and not gone about changing your email in the first place.

I believe that Sony should do away with SCEJ, SCEA, and SCEE, and just combine them into SCE International (SCEI).
For things to run smoothly all across the board...they need to be unified first.
They should choose one location that is geographically in the middle of all SCE-supported regions, of course retain all original satellite locations.
