Yes, the guys behind DotA Allstars have promised a SC2 version of the popular mod.
The Summit is not related to the beta. The Summit is likely held either to introduce the fansites to the program, or to be an event instead of the BlizzCon 2009 that some fansites are invited to, in a similar fashion.

Well, Valve is definitely playing with fire. Wanting to get a more positive feedback from people by changing the system, while at the same time risking to alienate other people when it's more "RPG-ish"...

Not surprised. This was bound to happen. Sad but true. I wonder if they can add some nice innovative way to let people make scenarios, and reward the really good ones, without opening up to proper farming.
