it means they watered down the graphics to achieve that,and the ps4 would have better other effects/graphics/textures ect. unless the devs CHOSE parity,simple as that,this is not difficult

well its a sim racer,the only sacrifice was the games graphics,ewww at the difference from e3 to the retail version,night and day.... buildings/crowds from the ps2 era
