Not sure about the CPU usage, but the game runs smoother on my i7 6700HQ @ 2.60 GHz. My friend who has a 1,300 dollar PC said the same, so you're right, it was the game's optimization being faulty & they cleaned up a lot of the stuttering. In the area southeast of the map, we don't get stutters anymore.
