It's very strategical to place it before Scorpio launches or after Scorpio has hit it's peak.
Placing it before would really burn out most of Xbox One S sales, but then, it would eventually be overshadowed by the Scorpio being represented as a "brand new console."

I don't believe you. Yes, there are micro stutters, but they're not "every second" and the eye can't really perceive a difference between 59 and 60. 59fps is used by many to greatly reduce input lag which is awfully helpful in twitch shooters or racers, like in Mario Kart that you mentioned.
