The paid Costume DLC are costumes not from persona 5 but from persona 3, 4, Catherine and other properties. This also applies to the paid music DLC, they are from other games/artists. All costumes that can be found in Persona 5 are free or can be seen in the game itself.
Well, the difference is this game is incredibly polished, complete, is an amazing game, and already has enough content that could last a player at the very least almost a week of playtime(if one will literally play for 24 hours a day). Many of those other games that have paid DLC doesn't even come close.
