I don't think it matters with Ubisoft. PC was supposed to be the lead platform for Watchdogs and look at how bad the launch was for PC gamers.

These "years of" things aren't actually a year and can extend pass the actual year they start in. The year of Luigi actually went on for more than 1 year. So, even if the game is releasing next year, this still can be the year of star fox.

You're might be right, the hardware might not be able to handle something that looks like the Witcher 3 but that doesn't really explain why they went with the art style.
They could have definitely gone with a more realistic look, it may not have looked like the Witcher 3 but they could have done it. Most of the time, art style is a developers choice.

There would be no reason to do that. The ties to 13 aren't that big and it really doesn't impact the game in any way. You will just see familiar words and concepts pop up here and there.
