It has nothing to do with the consoles but everything to do with the game.
The looks of this game was a choice. The 3DS can do way better than that.
If it was on Vita, I'm sure their choice of style wouldn't change.

Mario 64 and Mario Kart DS look NOTHING like this game. This game would have been poorly done on DS. There is no way that handheld could handle something of this scope.

And no, the first DS could not play this game. Go play some of the DS games that tried 3D character models, you will see that they are horrible, blocky, and built like stair cases. You can't even make out the faces of some.
