It's not 60 FPS. It's 60 Hz tick rate, which is how fast information goes from you to the server and back to you again. This will minimize getting killed after taking cover behind a wall or get trade kills. It's a frostbite engine, so it will definitely be 60 fps.

No, Sony has never done this. Because they support their console for 10yrs and bring out a new console every 6-7yrs. Games take a while to be made. Sony doesn't press the "eject" button and introduce a new console 4yrs into the life cycle for the sake of being in lead.
