You have no idea what you are talking about. DLSS is using Tensor cores for AI acceleration, something that is only present in 2000 models and upwards. FSR is completely different to what it does. DLSS could be more open yes, but it would still need specialized hardware for that. We'll see how intel's XeSS is goint to handle upscaling.
The only Ray-Tracing capable cards below the 2070 are the 2060s i dont think that is an unreasonable cutoff, especially considering the recommended rt specs are a 3080. Seems to be a really demanding title

There is a stand-alone version on steam, but I agree i never heard of it too until now. Just bought it though cause it looks pretty good and I'm happy to support indie devs like this.
Because over 90% of console players would probably plug it into a TV anyway, its the same reason they removed the optical audio in on the ps4 slim, so I understnad it from a business pov.
That said I'd wish they would offer a version of their new consoles with extended IO from the get go, kinda like the Elite Version of the Xbox 360 back in the day.
