It's the first reason. The other reason is PR after all servers require money which in their words wasn't the reason for the deal in the first place.
Servers are a benefit of the deal not the main reason for the deal they have told us as much before.

Being reading and following this on gaf and oh my is their monetization of content bad reminds me of Gears of war 3 with it's multiple playlist and weapon skins at the very least it's just cosmetic but locking weapons/perks behind a paywall in a full price title is a no no.
