I think the announcement will be made in January when they reveal the new GoW footage. They're probably holding some event with info on some of their other games as well.

Then Ninja Gaiden Sigma 2 came out with tons of extra content.
Square-Enix won't just throw in some random characters and call it a day. There will be some sort of story to them and a reason as to why they're joining. It'll probably expand the game by an hour or two at the very least.
