Actually their approach is right. They were testing game streaming service for Prime members without making tall claims that streaming games will be inevitable. Luna has been a low-key business for Amazon without any hype.

Every yearly COD game is highly lucrative. COD is immune to Metacritic ratings and performance issues. Sells extremely well at full price, and then the multiplayer has monetization. You are not paying $70 billion for nothing. You are not fighting hard to keep COD multiplatform for nothing.
Outsourcing development to other studios is common practice. Although nobody knows how much work these studios actually do.
They know it is a niche product. Not meant for the masses. In fact PSVR1 was profitable for them with less than 10 million units sold.
It has some high-end cool stuff. You cannot get this tech for 399.
There is no room for others. Xbox cloud and GeForce Now will satisfy the niche audience who love cloud gaming.
