Pretty much.
The only reason there are options for PC's is due to there being hundreds of thousands of different pc configurations so you can't make just one setting for all of them. Consoles are different. Consoles have one configuration with set hardware. Devs just need to make the game with the max settings possible for said consoles.
Just as nintendo doesn't NEED the DS, DS Lite, DSi, DSi XL, 2DS, 3DS, or 3DS XL. All the games for those systems can be played on any nintendo console but you nor anyone else is gonna give nintendo a hard time about THAT are ya?

NO, it is not the bloody same thing. If I buy a gaming system then it is perfectly fine for me to see an ad showing me the next Uncharted or God of War game. Or showing me a deal where I can go to the psn store and get $20 off a purchase of bloodborne. I DO NOT want to see an ad telling me that I may have smelly armpits and advising me to buy a particular type of deodorant.

The fact that giant bomb gave that game a 4/10 without taking into consideration the online issues proves my point that that game was deliberately bashed by said media. There is no way in hell that that game should have gotten such a low score for its single player. It may not have been "groundbreaking" like the media insists every sony ip should be but it was a good racer. giving it 4/10 was downright spiteful and vindictive.

1: The first picture you showed is from the demo ps4 interface screen before the system was even released.
2: Neither the second or third pictures show advertisements outside of the gaming atmosphere. it is 100% acceptable if ads are about games or game deals and not about pizza, mountain dew or speedstick for men. The moneyback ad in the second picture is from sony themselves.
