My thoughts exactly, Sony wants the developers to get results right out of the gate next gen to start that software revenue, rather than wait around for everyone to get a handle on radically different architecture.
Being the most powerful console has never guaranteed better sales, look at last gen with the Xbox, it was destroyed by the Ps2.
