Considering how quiet the PS3 is, I think the LED's are helpful to know its on. If any console can get away with removing the LED's its the 360.

It doesn't need to be big, its a portable console, textures are going to be much smaller than their PS3 counterparts. Videos will also probably be prerendered and compressed.
UI's change drastically every generation, I doubt that next gen will be any exception.
