It might turn out that every game has an Unlock User code on the disk (itself) and if used once, the next guy will be paying an unlock fee to play it after inputing that code to the menu screen.

It's really up to the Publishers if they want their game with MS or Sony or both. If there is more money with MS, what do you think the Publishers will do? I mean that they will force the hand of Sony by skiping some titles coming to the PS4.
The case here is extreme but this current gen has had very extreme things happen that I didn't think would happen.
