The trouble is that 8gb of GDDR5 is travelling across quite a slow memory bus, which will limit it's potential somewhat. It's enough for 1080p, but not really anything beyond. Which makes sense I suppose, as 1080p is the target for this console gen. Going for a wider bus would make it more expensive.
PC's will have no problem 'keeping up' - Cards today have a lot more shaders (which is the main thing, not memory) higher gpu clocks ,faster memory bandwidth,...

The difference is, if you own a titan, you're probably gaming at 2560x1400 or above. At extreme resolutions like this, large amounts of GDDR5 is needed, which is why it has 6gb.
This 6gb is dedicated mostly to just the GAME, because the PC has RAM modules to take care of OS, and everything else

The increased RAM is there to help the PS4 cope with all it's social features, such as chat, video uploading, etc etc

The most worrying thing: You would expect bottlenecks (CPU in this case) to be a problem a few years into the console's lifecycle, not before the damn thing is even released!
A hypothetical low/mid range GPU with 32gb of GDDR5 would get outclassed by a high end GPU with 3gb of GDDR5.
Memory is rarely a bottleneck, unless gaming at extreme resolutions (1080p isn't extreme). Suddenly having free memory won't make your games look better.
Stream processors are what counts.

Also, having free memory available isn't that much of a big deal. If the headline was
"Killzone Shadowfall only uses 30% of GPU", there would be reason to get excited

No. GPU memory is rarely a bottleneck, and when it is, it's because you're running the game at 2560x1600 (or above)
No PS4 game will be 2560x1600
In most cases, the GPU bottleneck is due to stream processors. The PS4 GPU has an ok amount, considering they have to hit a cheap price point, but not a great amount either. However I don't think the GPU will bottleneck the PS4, as there are weaknesses in other areas.

Those games aren't running at native 1080p. They're being upscaled.
- When you turn your PS3 on, the XMB is 1080p
- Now load up your game
- Press the PS button for the XMB, whilst playing the game - all the XMB buttons are bigger, and nowhere near as sharp. WHY? Because the game is running at a much lower res than 1080p
