That makes very little sense.
So they dislike whats on the PS3...whats new, Im pretty sure we picked up on the fact that they haven't been impressed with the PS this go round.
But who cares, they make supported claims, structurally sound opinions, and do have a professional style journalism.
They are one review site and there are a LOT worse things out there.

No halo Is bringing the traditional RTS to the console, and From what Ive played, its a real advancement.
This game also looks good, but theyve released scarcely anything, and the "Snap" controls look,from where Im standing, to be very similar to End War.
Regardless anyone worth there salt is buying this for the PC, not a console. Halo Wars is forcing me to get it on console...which is very shrude.

I was under the impression that a license to develop a game was something worked out personally with the game company, and if your talking about development "kits", they are tools to design the software and to aid you in making the game, not allowing you to distribute it (they are also for one person not the entire dev team). This is normally determined by the caliber of the game or previous agreements with the company, like a PS3 or xbox exclusive may get a slight...

Im sorry your argument is a little off kilter, because that can be said about ANY exclusive, not just a 360 or pc version, and is simply not true.
You see companies aren't LOOSING money if they dont develop for a platform, because while saying a multiplatform game sold x amount of copies more then a single platform game, the amount of MONEY they make off the product is proportional to how much they spent to make the game.
