This is something else behind this other than the cost of a disc. It does push toward digital, which companies want because that kills used sales. But most Collector edition purchasers do not resell. It doesn't really crank down on scalping either. Sony obviously has some metrics or a combination thereof that is driving this decision.
I am not baffled in the least that they are selling a Collector's Edition without the disc. Makes sense to me.
But as Neonridr, said what does make me shake my head is the steelbook. Why? Get rid of that and give me something worthwhile. I don't see it as so much of a slap in the face but more of a waste of money, and thus value.

They do indeed happen. But if you have the ability to see the multiple signs telling you a game is going to get delayed, you should be smart enough to see all the evidence indicating when it is going to release.
Do you think all game developers are exactly the same? No one said games are never delayed. But this game had a delay and we know why. Then Sony says it is coming in 2022. Multiple Devs from SSM said it is not delayed from 2022. Barlog stated multiple times it isn't delayed from 2022. SSM recently changed their twitter Bio to says GOWR coming in 2022. At a certain point people of a solid reputation can be trusted.

Someone at reddit brought up the point that Sony has a reputation for going after leakers. The idea of this reveal today may have been a smokescreen used for internal tracking by Sony to find out who is leaking info to people like Tom Henderson and The Snitch. Sure some leaks are at corporate direction but it is worth considering this was used as bait to lock down a problem.
That's not a very good analogy. HZD development was paid for by Sony. When HZD went to the PC, it was a Sony property funded by Sony and the profits minus the Steam take went to Sony. This is a 3rd party game with some dev work paid for by MS, that when published on the PS5 will have profits going to the dev, the publisher (if a separate entity from MS and Sony on their respective platforms), and profits to Sony on the actual sale.
