If you're complaining about tech specs, you should first know that a very small minority of PC gamers actually have gaming PC's and high end graphics cards.
Steam, AKA DRM online is something PC gamers should've fought against, instead, they embraced it just for Half-Life 2 and pretend like it's the most open platform out there. CoD is insanely popular on PC as well, not to mention the Assassins Creed series.

Well, you're going to be disappointed, because numerous sources have stated that the 980 is what allows it to run it at those settings. And as for your GTX 970 being twice as powerful as the PS4, well, that's expected I'd hope for a graphics card which costs roughly the same as a PS4.
Alright listen up. You need at least a GTX 980 to run this game 1080p and 60 fps on ultra. Assuming that's the baseline for people who would run it at that setting, you're limiting it to a very small percentage of PC gamers who actually have that graphics card and those $1500 PC setups.
So what you're telling me, is that you want the devs to further cater to a tiny percentage of people who could run it at those settings with even better graphics, while 95% won...
I mean, you need a gtx 980 just to max it out as it now, why would CDPR invest resources to cater to the 0.5% of people who can run it at higher graphics settings?

A 970 is a $400 graphics card. That qualifies as an uber rig, considering most people who run Skyrim have whole laptops/desktops worth that much.
I guarantee you that unless you have a beastly setup with at least a 980, you won't be able to run this at 1080 60fps on Ultra.
Hacking was pretty shallow, for a game that boasted a fully interactive world and "the city at your fingertips" when only one actual ability allowed you to affect the city and only the lights at that.
Haven't seen it get "slammed" anywhere.
