Perks is a part that makes CoD one of the most enjoyable multiplyer game there is.
To make balance you must do simple equation. Give each weapon 100 points and distribute then throught their 5 categories (damage, recoil, fire rate, etc). If you take Tomb Raider for example, Lara died in the 4th installment. Still, she was brought back several more times via new storylines and/or reboots.

RE Operation Raccoon City will be a flop. The critics will tear the game apart because of the bronken gameplay. You know, you have seen the video. The words "Quick-scope" and "skill" in the headline made my head hurt.
IW are weak! I like Modern Warfare online games but the quickscope is simply annoying. Its an exploit of the aim system. But the youtube guys are all over it like with their stair-jumps-QS-knife throw-flashbang idiocies.
The clunky mechanics made some of the tension these games had in the previous console generations. When Resident Evil was a 2D image rotation scenario, people never complained they didnt see the enemy on the screen. Or the lack of a mini map were the enemies would be displayed. This game actually looks easier than Demon Souls. I dont know if the character is high leveled but it can take a few hits. In Demon Souls a normal grunt would shave your health by 3 quarters with 2 hits.
As long as you preserve your stamina, you should be able to defend and counter attack the normal grunts.
