I don't see how censorship comes in to play. Just goes back to boobs and vaginas are seen as ok by society as a whole, but penis' aren't. Good call on GTAIV/GTAV btw!
I'm guessing it's because 3D platformers are harder, and thus more expensive, to make than 2D platformers, which we see tons of.
