Based on the Kotaku rumor or the PS4 it mentioned nothing about stopping people from playing used games. What it did mention is basically an online pass implemented on across all games.
It won't kill used games any more than online passes did. Microsoft is doing it too with the Xbox 720 as well in case some people already forgot.

Did online passes do anything to hurt the used games business? No.
If the rumors about PS4 and 720 are true, it won't really do much to the used games industry. What it will do is help these developers who spent years on this game, make extra cash to fund their next projects.
