Monitors and tv arent the same thing , for starters you dont sit in from of a pc monitor from a couch meters afar . The gain from resolution has been very easy to spot and notice on pc monitors . The whole you need above 32 for 1080p rules applies to TV set .
You notice 1080p on a 22-24 monitor . Otherwise Good luck even enjoying Windows menus and desktop in 720p then .
