This is why 3rd party devs/publishers will eventually favor the PS3, Xbox gamers that download their games rather than purchase them will only destroy their own platform in the end.
UBISoft and EA have already gone on record to say they make more money on the PS3 than the 360, which is why rumors are surfacing that Mass Effect and Left4dead will hit the PS3.

Yea, funny this BS comes out at the same time the 360 version is getting trashed on sales. Any serious gamer knows the PS3 version is the one to have.

It's pretty obvious that the processor and gpu has given just about all it can give with gears 2, give it a year that will look pretty dated.

GEOW is not owned by Microsoft, the IP is owned by Epic Games.
Microsoft paid for publishing rights for Geow 1 & 2, that has now finished. It's up to Epic Games what they want to do now with GEOW 3, not Microsoft. If Microsoft secures publishing rights again then they will have GEOW 3 exclusive.
If they don't then GOEW 3 will go Multi-platform, i would imagine if Microsoft where going to say something about GEOW 3 they would do it at E3.
