when your serial is comunicated to the server its written into the downloaded file, the file will refuse to run if it does not find and recognise the serial it was written for.
hacking the NGP itself wont chnage the fact the file is written with the serial inside it. you'd have to tell the NGP to find the serial within the file copy and re communicate it back to the file or re-write both the file and the NGP. sounds tricky if you ask me an...
i think something similar is pretty much already being used with your psn and xbox live purchases but the issue with console hacking is game copys rather than digital media purchases, sony just have to concrentrate on copy proofing the flash drives to prevent them being copied circled on the net. that and stop people creating or duplicating the NGP unique serials..
industry rumour is, the NGP will have its own serial number, and when you download a game from the store your serial is communicated to the network and is linked with your own unique download file, so once downloaded the the file cannot be used on any other NGP with a differing serial. Any modifications or tampering with your NGP serial will render it useless and the serials are unique and embedded within the hardware.

i think you're forgetting hoops that there still is not a single game released on smart phones, (which like you said are ahead of the psp hardwarewise) that can rival Ghost of sparta and a number of other psp titles. They have poweful hardware but it means nothing compared to a dedicated gaming device backed by 1st and 3rd party development teams.
PSP2/NGP is PS3 level graphically! if you're telling me that the smartphones of 2012 will be able to play games on a graph...

i'm not a programmer or would be developer so i wouldnt know if these things would require extra files or not but it seems like a possibility that these two things have pushed the game size up.
