First of all the rumor is not about the reticle. It's about Xbox references found in the Source 2 files.
The user clearly states this: "Disclaimer: some of them are leftovers from S1 but majority of the references in the engine2.dll are new."
The codes are listed in Valve's New Dota 2 Workshop tools. It explicitly states using Xbox, Dedicated servers. I am not sure how this is misleading.

Personally, I find this a dumb move by MS. I can understand if there is a special edition of Xbox One exclusive but the whole of Xbox brand is now exclusive.

Well, 60fps is a must for linear racers. The Crew is a massive open world role playing car game. I am really happy with this hitting 1080p and 30fps.

Indeed. Xbox One will have its own benefits for the developers who wish to use it but PC gaming will see massive benefits.
Your CPU and GPU will be able to perform more than the average. I think DX12 will be better than Mantle. Does anyone have information on how much percentage of benefit does Mantle based games gives over non Mantle based games? We could roughly draw numbers for DX12 based on that.
