What if Sweeney was doing MS a solid in one of two ways?
1. If things were heading down a draconian path, give them a few weeks to rethink it before the Build conference.
2. MS knew people would be skeptical, so they have a trusted Dev leak his "concerns" about the UWP. MS then answers all questions satisfactorily at Build, and they get free advertising, as well as the goodwill of the Dev community who feel their voices are being heard.
