X1 is capable of 1080P 60fps if it sacrifices lightings, textures, AA, effects and etc.
X1 must make tremendous sacrifices to make that 1080P happen.

Even the examples used were PC CPUs. This issue has been on PC for long time like it only uses 2 CPU core out of 4 you have.... Dx12 fixes it for PC. This issue never existed for Xbox one. Dx12 is not improving CPU at all for CPU.

Xbox One can ALREADY "Code to Metal". So in reality, besides of easy porting, it offers no advantage, no change in gap size.
You still are limited by hardware. No power lock. No new special processing.

MS has currently weakest game studios line up. Out of Sony, Nintendo and MS, MS had always lower game studios. However, MS's studio is even more weaker than last gen.

Software can be improved on both side. DX12 is mostly for PC anyways, but even if there was some new thing on DX12, it does not take long to get ported to OpenGL.
