You are giving PC what console has. Xbox One already has console API.... So how does it benefit getting console API if it already has one and evrey other console does.

First of all, PS4 has 8 cores too and have identical CPU as Xbox One.
Distributing work across all 8 cores is same as Xbox One and PS4, meaning PS4 will do this soon or later too.
Hardware architecture is same. If X1 gets software optimization, PS4 gets it too.
THey both have SAME CPU and GPU. PS4 literally just have more of it.
If they offer it by game basis, like pay 20 bucks to play PS now on this game forever.

The tech is not usable in game.
As digital foundry explains, real physics cannot be done on cloud.
Building blowing up can be part of background environment and you cant touch it, but never in game like in BF4.
