I think that may very well be the case. Watch Dogs was compromised by the Last-gen versions of the game. Assassin's Creed Unity and The Division are the real true Next-Gen titles from Ubisoft.
Titanfall = Lower than expected Sales, great game
Watch Dogs = Downgraded graphics/badly optimized, still decent fun
MGS: Ground Zeroes = Horrible value for money, should have been much cheaper or a free demo

Just make sure it also runs much better than Watch Dogs.
Steam is an evolving platform and all these issues will be a thing of the past and be replaced by new issues that will eventually be fixed as well. Nothing is perfect so we have to outweigh the good from the bad and in Steam's case the good outweighs the bad by a very huge margin.
It's a conspiracy to make consoles look less weak than what they actually are.
I am sure that issue will be resolved when Naughty Dog, Sony Santa Monica, Polyphony Digital, Quantic Dream, Evolution Studios and other Sony First-Party studios will start releasing there games on PS4 and the the Xbox One will go back to milking its Halo, Gears and Forza trinity to stay afloat. But this time around PS4 has the edge in multiplatform games and will continue to dominate the Xbox One in all regions. Microsoft should just throw the white flag with Xbox One, they are just not goin...

GTA V next-gen/PC version has not released yet and I will wait for that to release to compare it to the PC version of Watch Dogs which is slowly becoming the game we were all shown at E3 2012 thanks to the efforts of very dedicated modders.
I still have a good feeling GTA V will come up on top.
Now that there are multiple teams working on different BioWare games I expect a BioWare game releasing yearly around the same time of the year, most probably October/November.
2014 = Dragon Age: Inquisition
2015 = Mass Effect 4
2016 = New BioWare IP/Star Wars game
Still much better than GTA IV and that game has a metacritic average of 98.
I would rather developers focus on 1 game at a time, especially if they want it to end up being AAA quality.

Ubisoft make great games but they absolutely suck at managing everything else.
