Definitely not. Microsoft has said that project scorpio has ~6 Teraflops of compute. The RX 480 has 5.8 Teraflops of compute. The gpu in Scorpio is almost certainly a customized 480. The 490, will likely land around 8-11 Teraflops. The 490 will be for 4k, simply because it is faster.
If this card is as fast as a 1080, or faster then your 980 Ti will definitely not be faster than it. I recently upgraded from a 980 Ti to a 1080, and OC vs OC the 1080 is still faster.

Well, I was mildly interested in getting this on sale, but not now. Whats next? Capping the framerate for 144hz monitors? Restricting the resolution to 1080p? If having a wider FOV is an advantage then having a higher resolution or refresh rate certainly is; things would be clearer and reaction times lower...
But its the games that get you up and about that really transport you into the game. It's amazing. I wanted a vive, but couldn't justify buying one. Until.. I tried it at a friends house. Don't dismiss the room scale games, they can be truly amazing.
And that is completely fine. I used to be a console gamer, but now I love knowing that when I play a game I set everything to max settings I am playing the game as the developer intended. I love tweaking things to get even more performance.

Doesn't matter. High latency still makes you feel disconnected from the game.
This is pretty ingenious of devs, but while I am happy they are able to improve image quality it does worry me that they are using multiple frames to do so, this has to increase input latency.

As long as Shooters and RTS's are left out of this (Mouse and Keyboard offers too much advantage for these genres), I'm all for it. I hate it when I ask a friend if he has a game, but they'll say I play on X console. I have a nice rig that I built, so naturally I'll play there. Thankfully most of my friends are also playing on PC.
