They didnt use dx12. Just a new optimized SDK for the xbox one. When DX12 is used by all the developers there may be even more to show. Probably with frames.
Also if you read the article its clear that the Fox Engine which they talk about was the main reason for such low resolution. Fox was mostly optimized for PS and PC. NOT xb1. People aren't going to care if it's 900p or 1080p when they play it release day. They will be worried which frosty beverge they are going to drink while they enjoy the game. I've tried the steam controller... It's weird. TakeS a lot of getting used to. But you can connect a 360, ps4, xb1 controllers and a keyboard/mouse. So whatever works for you. I agree though. a real PC is the best way to go.
The difference is that not ALL pc games have issues. Some pc games do. Sorry you had a bad experience with your first game. But to use one bad example Arkham Knight is not exactly fair. Can't treat a few isolated issues as PC exclusive.
PC gaming offers so much more than you are giving it credit. So many more games that work. Backwords compatibility for any game thats on pc for the past however many console gens. Indie games, free online, cheaper games overall.
