First, they are selling enough consoles to milk this generation for at least another 2 years to come.
Second, with the Scorpio around the corner, the biggest concern is its price tag. You simply can't release a console significantly more powerful than the Scorpio and ask for a reasonable price.

I was told 4k / 60FPS would not be possible for AAA games, because of the CPU.

Stormlands was cancelled 5 years ago.
Cuphead just got way bigger and is still in development.
Black Tusk game was a concept and not even in development.

Other than that, they need to present some really nice visuals to show the power of the Scorpio. Assassins Creed or a Splinter Cell would be pretty good to do just that.
Forza 7 will be a beauty as well.
I am not the tech guy, but even I know that your grasping at straws.
The PS4 had a better GPU than the Xbox One and a weaker CPU than the Xbox One. The result was that PS4 games performed (mostly) better or at a higher resolution.
The Scorpio has a (much) better GPU AND a better CPU than the PS4 Pro, which was advertised as the 4k machine. Now you come up with bottlenecks.
Now we brag about marketing rights and bash other consoles for not doing it.

Scorpio and Xbox One will be just like Modern PC vs old PC.
Game runs on both, will run better on the latest hardware. There is a reason for low, mid, high and ultra settings and it is not like developing on four different platforms.
I doubt that new releases will require a Patch or need to be "Scorpio enabled" to take advantage of new hardware.
But yeah, as always, it comes down to the developers.
