The PS4 will of course be the best version with exclusive content. 4K can go suck it across Pro and Scorpio. There is a reason pro not selling gangbuster and Scorpio will even sell less.
Patriot you will never see a game running at 60fps on Scorpio and 30fps on pro. They both have the same weak CPU. You will see one running 4k vs checkerboard 4K or dynamic resolution.

Your complaints about if the PC can do it why can't pro and Scorpio do it is silly. That's like someone with an i5 complaining about low framerate.
Anyone whose built a computer knows that fps goes hand in hand with CPU. That's why I keep a close eye on all processes running on performance monitoring and shut anything down that bumps overall CPU usage over 70%.

I really doubt you will get games that are 30 fps difference between pro and Scorpio.. if the devs chose to keep it unlocked you may see some delta but I doubt it will truly be of meaningful difference that will make someone go out a get it over the pro version.

Alright guys think what you want. The dev clearly indicated that the ps pro Gpu was not a bottleneck and CPU was. You and I can speculate till the cows come home but this is what the devs said as part of an answer that involved asking if scorpio would be 60fps.
It doesn't matter anyway at the end of the day you'll buy the game for the platform your friends will be on regardless of the fact it will sell he most on PS4.
I'd wager they haven't even started working on support for Scorpio yet in any meaningful way.
Think about it they are busy enough getting Blizzard integration for Pc in place which sounds like it's behind schedule as it is.

You can't move the goal post up because your hamstrung by the weakest hardware you have to support I.e Xbox one. Reason bungee abandoned last gen support for destiny .
