How about no framerate drops. It's absolutely ridiculous that I have to retry a main quest several times because the framerate drop kept getting me killed(a fucking Elder Dragon kept being spawned and would kill me before I could use any potions to heal myself).
Also, Dragons suck balls and so does most of the guild quests.
Edit: Also, why do half of the miscellaneous quests where I have to find something and give it to somebody keeps the item in my inven...

I think RFOM is by far the best in the series. Being completely honest, I think R2 is better than R3 because of the coop.
Edit: Btw sales numbers along with GOTY awards are worthless to me. inFamous 2 is my favorite game of this year, regardless if I am the only one that bought it or one of many that bought it.
But the weaker ones don't bother me at all. One thing that I hate about them is they seem to always want to fight me when I am trying to finish a quest.
I swear I was attacked by one near the end of every single civil war quest and I was attacked by two in the last civil war quest. It's not fun getting ambushed by an elder dragon for the fifth time in about an hour.
